The silver lining of fake news

What exciting times we live in! The UK is stockpiling food and medicine as it charges willingly into a catastrophe of its own choosing. The next Australian prime minister is likely to be a man who has committed crimes against humanity. And America has descended so far into dystopia that it can’t even be summed up in one pithy sentence.

I spend a lot of time wondering how future generations will look back upon this period in history. Will there be memorial museums on Nauru and at the US-Mexican border, pledging Never Again? Will the UK’s years in the European Union be heralded as a golden age for the country? And what will the history books say about Donald Trump?

When I imagine these future historians, giving their seminars and writing their books and assigning their students essays, there is one overarching theme I’m sure they will focus on. One puzzling phenomenon is at the root of so much of the madness we face today. Our future historian might title such a seminar “Widespread public rejection of facts in the early 21st century”. Or, if you wish to be so crass, “Fake News”. A distrust of experts, and of the very idea of facts, now permeates almost every part of public life – from science to economics to medicine to politics.

Climate change used to be the sole target of this. I’ve been wrestling with fake news on climate change for more than ten years now. And I used to get so frustrated, because my friends and family would read dodgy articles in respectable newspapers written by fossil fuel executives and believe them. Or at least, consider them. Reasonable people heard debate on this issue and assumed there must be some merit to it. “Both sides of the climate change debate have good points to make,” they would reasonably say.

It’s different now. Denialism has spread into so many topics, and received so much attention, that reasonable people are now well aware of its existence. “You guys, did you know that there are people who don’t believe in facts?!” is the gist of so many dinner conversations around the world these days. And the exhausted climate scientists sit back, twirl their spaghetti around their fork, and say “Yes, yes we know. So you’ve finally caught on.”

This is the weird silver lining of fake news: reasonable people now take climate change more seriously. When they read bogus stories about global cooling and natural cycles and scientific conspiracies, they just say “Aha! These are the people who don’t believe in facts.” It’s like the dystopia of 2018 has inoculated many of us against denialism. More and more people now understand and accept the science of climate change, even while those who don’t grow louder and more desperate. Climate change deniers still exist, but it seems that their audience is shrinking.

(Of course, this doesn’t mean we’re actually doing anything about climate change.)

Apparently climate science can stop now

For many years politicians said, “We’re not even sure climate change is real, so why should we waste money studying it?”

And seemingly overnight, the message has become, “Now that we know climate change is real, we can stop studying it.”

Don’t believe me? This is what Larry Marshall, the chief executive of Australia’s federal science agency CSIRO, wrote in an email to staff earlier this month:

Our climate models are among the best in the world and our measurements honed those models to prove global climate change. That question has been answered, and the new question is what do we do about it, and how can we find solutions for the climate we will be living with?

And then he cut 110 of the 140 climate research jobs in CSIRO’s Oceans and Atmosphere division.

Larry’s statement on its own is perfectly reasonable, but as justification for cutting basic research it is nonsensical. As Andy Pitman, the director of my research centre, responded, “What he fails to realise is that to answer these new questions, you need the same climate scientists!”

Luckily climate scientists are a tough bunch, and we don’t take shit like this lying down.

Why CSIRO matters

There’s not very many people in the Southern Hemisphere, and certainly not very many people studying the climate. Australia is really the only Southern Hemisphere country with the critical mass of population and wealth to pull off a significant climate research programme. And historically, Australia has done this very well. I can attest that the climate modelling community is larger and more active in Australia than it is in Canada, despite Canada’s population being about 50% higher.

Some of this research is done in universities, mainly funded by Australian Research Council grants. I’m a part of this system and I love it – we have the freedom to steer our research in whatever direction we think is best, rather than having someone from the government tell us what we can and can’t study. But there isn’t very much stability. Projects are typically funded on a 3-5 year timeline, and with a success rate around 20% for most grant applications, you can never be sure how long a given project will continue. You wouldn’t want to be the official developers of a climate model in an environment like that. You certainly wouldn’t want to be in charge of a massive network of observations. And that is why we need governmental research organisations like CSIRO.

Right now CSIRO hosts the ACCESS model (Australian Community Climate and Earth-System Simulator) which is used by dozens of my friends and colleagues. ACCESS has a good reputation – I particularly like it because it simulates the Southern Ocean more realistically than just about any CMIP5 model. I think this is because it’s pretty much the only contribution to CMIP5 from the Southern Hemisphere. Even if a model is ostensibly “global”, the regions its developers focus on tend to be close to home.

The official ACCESS developers at CSIRO distribute new releases of the code, collect and resolve bug reports, organise submissions to model intercomparison projects like CMIP5, and continually work to improve model efficiency and performance. Some of this work is done in collaboration with the Bureau of Meteorology, the National Computational Infrastructure, the UK Met Office (which provides the atmosphere component of the model), and researchers at Australian universities. But CSIRO is the backbone of ACCESS, and it’s unclear what will happen to the model without its core development team. The Bureau and the universities simply will not be able to pick up the slack.

[It’s] completely understandable that someone who’s spent 20 years, for example, studying climate change, measuring climate change or modelling climate change, it’s perfectly understandable that they don’t want to stop doing that and we must respect that, and we must find a place for them in the rest of the innovation system, perhaps in an university.

Changing directions

In his letter to staff, Larry Marshall wrote that he wants CSIRO to focus on (among other things) “our management of the oceans, climate adaptation, climate interventions (geo-engineering), [and] emergency response to extreme events”. It’s clear that he wants climate research to move away from the question “Are we really, really, really sure that climate change is real?” and more towards “How will climate change impact us and what can we do about it?” Again, I completely agree. But here’s the thing, Larry: We’re already doing that. The research program that you want to eliminate is already evolving into the research program you want to replace it with.

Climate science is evolving in this manner all over the world, not just at CSIRO. Try publishing a paper that concludes “Yes, humans are changing the climate” and see how far you get. Your reviewers will almost certainly respond with “Is that all?” and hit reject. Papers like that were a big deal in the 80s and the 90s. But by now we’ve moved on to more interesting questions.

For example, I’m using ocean models to study how the Southern Ocean might melt the Antarctic Ice Sheet from the bottom up. I’m not doing this to “prove” climate change – how could I even do that in this context? – but to get a better understanding of how much and how fast the sea level will rise over the next few centuries. If we’re going to have to move Miami, Shanghai, New York, and countless other major coastal cities, it would be good to have a few decades’ notice. And we won’t have that kind of notice unless we understand what Antarctica’s doing, through a network of observations (to see what it’s doing right now) and modelling studies (to predict what it might do next).

Without measuring and modelling, our attempts at adaptation and mitigation will be shots in the dark. “The one thing that makes adaptation really difficult is uncertainty,” writes journalist Michael Slezak. “If you don’t know what the climate will be like in the future – whether it will be wetter or dryer, whether cyclones will be more or less frequent – then you can’t prepare. You cannot adapt for a future that you don’t understand.”

Scientists fight back!

My colleagues at CSIRO are having a difficult month. They know that most of them will lose their jobs, or their supervisors will lose their jobs, and that they may have to leave Australia to find another job. But they won’t know who’s staying and who’s going until early March – a full month after the announcement was first made. Due to Larry’s lack of consultation on this decision, the CSIRO staff are reportedly considering industrial action.

The really maddening part of this whole situation is that climate science was specifically targeted. Of the 350 job losses across CSIRO – which studies all kinds of things, not just climate science – 110 were to the climate unit of the Oceans and Atmosphere department, and a similar number to Land and Water. It wouldn’t be so insulting if CSIRO was trimming down a little bit everywhere to cope with its budget cuts. Instead, they’re directly targeting – and essentially eliminating – climate science. “”No one is saying climate change is not important, but surely mitigation, health, education, sustainable industries, and prosperity of the nation are no less important,” Larry wrote in response to mounting criticism. So are we going to cut all of those research programs too?

Climate scientists are rather battle-hardened after so many years of personal attacks by climate change deniers, and everyone jumped into action following CSIRO’s announcement. At the annual meeting of the Australian Meteorological and Oceanographic Society the following week, the attendees organised a bit of a demonstration. It’s not often that the Sydney Morning Herald publishes a photo of “angry scientists”:

Then scientists from outside Australia started to get involved. The normally-staid World Climate Research Program released an official statement condemning CSIRO’s decision. “Australia will find itself isolated from the community of nations and researchers devoting serious attention to climate change,” they warned.

A few days later an open letter, signed by 2800 climate scientists from almost 60 countries, was sent to the CSIRO and the Australian government. “Without CSIRO’s involvement in both climate measurement and modelling, a significant portion of the Southern Hemisphere oceans and atmosphere will go unmonitored,” the letter warned. You can tell it was written by scientists because it’s complete with references and footnotes, and the signatories are carefully organised both alphabetically and by country.

We’re not sure if our efforts will make any difference. We’ll find out next month whether or not these cuts really will go ahead. Media coverage of this issue has slowed, and there have been no more announcements out of CSIRO. But I suppose we’ve done everything we can.

I feel like the early climate scientists in the ’70s fighting against the oil lobby…I guess I had the realisation that the climate lobby is perhaps more powerful than the energy lobby was back in the ’70s – and the politics of climate I think there’s a lot of emotion in this debate. Recent Developments at the Heartland Institute

This Valentine’s Day, one of the most vocal lobby groups attacking the science of climate change had its internal documents leaked to the public – exposing its sources of funding, secret projects, strategies, and goals for the world to see.

Manufacturing Doubt

You’re probably aware of the influences of corporate-funded lobby groups on social issues. They seek to bring down public health insurance, lower taxes for the wealthy, and prevent environmental regulation. They publish advertisements, print op-eds, and meet with politicians, all in an attempt to advance a free-market agenda. More often than not, they’re backed by corporate interests – pharmaceutical companies, tobacco firms, and the oil industry, to name a few.

You might question the fairness of allowing certain people to amplify their voices simply because they have more money, but at least these lobby groups are spreading around legitimate ideas. Everyone’s entitled to their own opinion on matters of public policy, and nobody can be “right” or “wrong”. However, on matters of science, there is a physical reality out there, so people can be wrong. Try arguing that your incorrect answer on a physics assignment deserves full marks, because it represents your personal opinion on the photoelectric effect. You probably won’t get very far.

Unfortunately, certain lobby groups have a long history of promoting blatant falsehoods about areas of science that threaten their free-market fundamentalism. Everything from the harmful health effects of smoking to the causes of acid rain to the consequences of the pesticide DDT has been attacked by these groups. The strategy has been the same every time: repeat long-debunked myths ad nauseum, overemphasize uncertainty, and question the integrity of scientists studying the issue.

Human-caused climate change is currently the most fashionable scientific phenomenon to deny. Although 97-98% of climate scientists agree that humans are causing the Earth to warm, public acceptance lags far behind, and is heavily split along political lines. Scientists have investigated and ruled out every conceivable alternative hypothesis for global warming – so why aren’t their conclusions reaching the public? The answer is that other influences are getting in the way, muddying the message for their own financial and ideological benefit.

The Front-Runner

In recent years, the Chicago-based Heartland Institute has led the way in this crusade against climate science. Their communication style seems to be “quantity, not quality”: whatever rumour currently claims to disprove global warming will be picked up and amplified by the Heartland Institute, whether or not it contradicts previous statements from the organization. For example, they will frequently claim in the same document that 1) the world is cooling and 2) global warming is caused by the sun. Logically, you can’t have it both ways. However, doubt, not logic, is the goal here – if a message casts doubt on the scientific consensus, it qualifies for the Heartland newsletter.

This lobby group’s extreme conservative agenda is apparent in paranoid overtones about socialist conspiracies and bigger government. “If AGW [anthropogenic global warming] is true,” they write, “then stopping or preventing it requires higher taxes, more income redistribution, more wilderness preservation, more regulations on corporations, ‘smart growth,’ subsidies for renewable energy, and on and on…[we] ‘looked under the hood’ and concluded concern over the possibility of catastrophic global warming was being manufactured to advance a political agenda.”

Heartland has accepted thousands of dollars in funding from oil companies, such as ExxonMobil, and industrial giants, such as the Koch brothers. However, most of the funding for their climate change projects now comes from a single individual, who is obviously extremely wealthy, and currently anonymous.

A Scientist Steps In

Enter Dr. Peter Gleick, a prominent climate scientist and president of the Pacific Institute for Studies in Development, Environment, and Security. He has had run-ins with the Heartland Institute before, and – like many scientists in the field – is deeply disturbed by their disinformation campaigns. So when he received an anonymous package in the mail in 2012, containing a confidential memo that appeared to be from the Heartland Institute, he was intrigued.

The memo, entitled “Heartland Climate Strategy”, contained many phrases that would later raise eyebrows. Perhaps most distressingly, Heartland was planning to bring denial into the classroom, by developing a school curriculum “that shows that the topic of climate change is controversial and uncertain – two key points that are effective at dissuading teachers from teaching science”. They were also hoping to pursue funding from “corporations whose interests are threatened by climate policies” – presumably the fossil fuel industry – and to continue sponsoring the NIPCC reports, whose purpose was “to undermine the official United Nation’s IPCC reports” (widely considered to be the most authoritative reviews of climate science in existence).

Finally, Heartland discussed its “funding for high-profile individuals who regularly and publicly counter the alarmist AGW message”, and more general coordination with “groups capable of rapidly mobilizing responses to new scientific findings, news stories, or unfavorable blog posts”. To those familiar with who’s who in the world of climate denial, the list of people and groups Heartland mentioned supporting were extremely enlightening. At the end of the document, Dr. Gleick discovered why the memo had been sent to him in particular – Heartland was bemoaning the fact that Gleick had published articles in Forbes magazine. “This influential audience has usually been reliably anti-climate and it is important to keep opposing voices out,” wrote Heartland – a rather hypocritical statement from an organization that regularly accuses the mainstream media of censoring their views.

This memo was certainly very interesting, but was it authentic? It could have been faked by someone seeking to discredit Heartland. Gleick wasn’t willing to spread around the document unless and until he thought it was legitimate. And out of frustration, he went one step too far: in what he now describes as “a serious lapse of my own and professional judgment and ethics”, he pretended to be a Heartland board member, and requested that Heartland send several other documents to his “new email address”, which they did.

These actions were unethical, and possibly illegal, but they raise some interesting moral questions. Is it acceptable to lie in order to expose a bigger lie? Where does investigative journalism end and unjustified dishonesty begin? Since Gleick identified himself and apologized for his actions, he has been demonized by Heartland and its allies, but others have described him as a “whistleblower” who put his reputation on the line in order to uncover the truth. We must also consider whether scientists are being judged more harshly than lobby groups. As activist Naomi Klein tweeted, “What about the fact the Heartland Institute impersonates a scientific organization every day?”

Release and Reactions

The documents that Dr. Gleick obtained by email, including a budget, a fundraising plan, and minutes from board meetings, confirmed many of the contents of the Climate Strategy memo. Names, monetary figures, and project descriptions all matched up – with the exception of one figure that may have been a typo. Satisfied that the Climate Strategy memo was legitimate, he scanned it, and sent all the documents anonymously to DeSmogBlog, a Vancouver-based website composed of journalists that seek to expose the financial and ideological motivations behind the climate change denial movement. DeSmogBlog published the documents on Valentine’s Day, and they went viral within hours.

The Heartland Institute was outraged. They insisted that the Climate Strategy document was fake, a claim for which they provided no evidence and which has since been contested. They threatened legal action against anyone who dared report, link to, or comment on the leaked documents – an obvious scare tactic to prevent the story spreading. (Such threats have no legal basis, otherwise the media would not have been able to write about governmental memos from Wikileaks, which were illegally obtained.)

It’s interesting to note Heartland’s hypocrisy in this situation. Several years ago, when emails from climate scientists were stolen and published online, the Heartland Institute was of the first and loudest voices to report, link to, and comment on the emails (in this case, completely out of context), in a blatant attempt to discredit climate science right before the Copenhagen Summit. Where is that attitude of freedom of speech and information now?

The Fallout

Whether or not the Climate Strategy memo was faked, the contents of the other documents have spurred a public pushback against Heartland. There have been calls for federal hearings regarding the flow of money in the organization, and complaints to the IRS to revoke Heartland’s tax-free status as a charitable foundation.

Does this incident matter, in the grand scheme of things? Not really. Climate science will continue to show that the Earth is warming, humans are the cause, and the consequences will be severe. Lobby groups will continue to attack these conclusions. However, it’s high time that we looked at these lobby groups a little more closely.

The Hockey Stick and the Climate Wars

Throughout all the years of public disputes about climate change, arguably no scientist has taken as much flak as Dr. Michael Mann. This mild-mannered paleoclimatologist is frequently accused of fraud, incompetence, scientific malpractice, Communism, and orchestrating a New World Order. These charges have been proven baseless time and time again, but the accusations continue. Dr. Mann’s research on climate change is inconvenient for those who wish to deny that current global temperatures are unusual, so he has become the bulls-eye target in a fierce game of “shoot the messenger”. In “The Hockey Stick and the Climate Wars: Dispatches from the Front Lines”, a memoir of his experiences, Michael Mann finally speaks out.

The story begins quite harmlessly: an account of how he became a scientist, from childhood curiosity to graduate work in theoretical physics to choosing climate science on a whim out of the university course calendar. For those who have followed Dr. Mann’s research over the years, there is some great backstory – how he met his coauthors Ray Bradley and Malcolm Hughes, the formation of the IPCC TAR chapter about paleoclimate, and how the RealClimate blog operates. This book also filled in some more technical gaps in my understanding with a reasonably accessible explanation of principal component ananlysis, a summary of millennial paleoclimate research before 1998, and an explanation of exactly how Mann, Bradley and Hughes’ 2008 paper built on their previous work.

Dr. Mann’s 1998 paper – the “hockey stick” – was a breakthrough because it was the first millennial reconstruction of temperature that had global coverage and an annual resolution. He considered the recent dramatic rise in temperatures to be the least interesting part of their work, because it was already known from instrumental data, but that part of the paper got the most public attention.

It seems odd for a scientist to downplay the importance of his own work, but that’s what Dr. Mann does: he stresses that, without the hockey stick, the case for climate change wouldn’t be any weaker. Unfortunately, his work was overemphasized on all sides. It was never his idea to display the hockey stick graph so prominently in the IPCC TAR, or for activists to publicize his results the way they did. Soon the hockey stick became the holy grail of graphs for contrarians to destroy. As Ben Santer says, “There are people who believe that if they can bring down Mike Mann, they can bring down the IPCC,” and the entire field of climate science as a result.

Michael Mann is an eloquent writer, and does a fabulous job of building up tension. Most readers will know that he was the target of countless attacks from climate change deniers, but he withholds these experiences until halfway through the book, choosing instead to present more context to the story. The narrative keeps you on your toes, though, with frequent allusions to future events.

Then, when the full story comes out, it hits hard. Death threats, and a letter full of suspicious white powder. Lobby groups organizing student rallies against Mann on his own campus, and publishing daily attack ads in the campus newspaper. Discovering that his photo was posted as a “target” on a neo-Nazi website that insisted climate change was a Jewish conspiracy. A state politician from the education committee threatening to cut off funding to the entire university until they fired Mann.

Throughout these attacks, Dr. Mann consistently found trails to the energy industry-funded Scaife Foundation. However, I think he needs to be a bit more careful when he talks about the links between oil companies and climate change denial – the relationship is well-known, but it’s easy to come off sounding like a conspiracy theorist. Naomi Oreskes does a better job of communicating this area, in my opinion.

Despite his experiences, Michael Mann seems optimistic, and manages to end the book on a hopeful note about improvements in climate science communication. He is remarkably well-adjusted to the attacks against him, and seems willing to sacrifice his reputation for the greater good. “I can continue to live with the cynical assaults against my integrity and character by the corporate-funded denial machine,” he writes. “What I could not live with is knowing that I stood by silently as my fellow human beings, confused and misled by industry-funded propaganda, were unwittingly led down a tragic path that would mortgage future generations.”

“The Hockey Stick and the Climate Wars” leaves me with a tremendous empathy for Dr. Mann and all that he has gone through, as well as a far better understanding of the shouting match that dominates certain areas of the Internet and the media. It is among the best-written books on climate science I have read, and I would highly recommend it to all scientists and science enthusiasts.

Apparently, I’m an enemy of Canada

A big story in Canada these days is oil pipelines. The federal government wants to ramp up the tar sands industry through international exports. The easiest way to transport crude is through pipelines stretching across the country, and several such projects have been proposed during the past year.

First there was the Keystone XL pipeline, which would stretch from Alberta to Texas and provide the United States with oil. Despite enormous pressure to approve the project immediately, American president Obama is refusing to make a decision until a more thorough environmental review can be conducted. This announcement left the Canadian government fuming and stomping off to look for other trading partners.

Now the Northern Gateway pipeline is on the table, which would transport oil across British Columbia to the West Coast, where tankers would transport it to Asia. I don’t personally know anyone who supports this project, and there is organized opposition from many First Nations tribes and environmental groups. Much of the opposition seems to hinge on local environmental impacts, such as oil spills or disruption to wildlife. I think it’s possible, if we’re very careful about it, to build a pipeline that more or less eliminates these risks.

I am still opposed to the Northern Gateway project, though, due to its climate impacts. Tar sands are even more carbon-intensive than regular oil, and there is no way to mitigate their emissions the way we can mitigate their effects on wildlife. I realize that it’s unreasonable to shut down the entire industry, but expanding it to massive new markets such as Asia is a mistake that my generation will have to pay for. The short-term economic benefits of building a pipeline will be overwhelmed by the long-term financial costs and human suffering due to the climate change it causes. My country is pushing the world down a path towards a worst-case climate scenario, and it makes me ashamed to call myself a Canadian.

According to our Natural Resources Minister, Joe Oliver, anyone who opposes the pipeline is “threaten[ing] to hijack our regulatory system to achieve their radical ideological agenda”. Apparently, the goal of people like me is to ensure there is “no forestry. No mining. No oil. No gas. No more hydro-electric dams”. Prime Minister Stephen Harper seems to agree, as he plans to change the public consultation process for such projects so they can’t get “hijacked” by opponents.

In case anyone needs this spelled out, I am not a radical ideologue. I am a fan of capitalism. I vote for mainstream political parties. Among 19-year-old females, it doesn’t get much more moderate than me.

I have no problem with forestry, mining, and hydro, as long as they are conducted carefully and sustainably. It’s the oil and gas I have trouble with, and that’s due to my education in climate science, a field which developed out of very conservative disciplines such as physics and applied math.

I can’t understand why Joe Oliver thinks that referring to First Nations as a “radical group” is acceptable. I also fail to see the logic in shutting down opposition to a matter of public policy in a democratic society.

If Canada’s economy, one of the most stable in the world throughout the recent recession, really needs such a boost, let’s not do it through an unethical and unsustainable industry. How about, instead of building pipelines, we build a massive grid of low-carbon energy sources? That would create at least as many jobs, and would improve the future rather than detract from it. Between wind power in Ontario, tidal power in the Maritimes, hydroelectric power throughout the boreal forest, and even uranium mining in Saskatchewan, the opportunities are in no short supply. Despite what the government might tell us, pipelines are not our only option.

What Does the Public Know?

Like it or not, a scientific consensus exists that humans are causing the Earth to warm. However, the small number of scientists that disagree with this conclusion get a disproportionate amount of media time, particularly in the United States: most newspaper articles give the two “sides” equal weight. Does this false sense of balance in the media take a toll on public understanding of climate science? Are people getting the false impression that global warming is a tenuous and controversial theory? Recent survey data from George Mason University can help answer these questions.

65% of Americans say the world is warming, but only 46% attribute this change to human activities. Compare these numbers to 96% and 97% of climate scientists, respectively. Somewhere, the lines of communication are getting muddled.

It’s not as if people hear about scientific results but don’t believe them. Given that 76% of Americans “strongly” or “somewhat” trust scientists as sources of information on climate change, you would expect public knowledge to fall in line with scientific consensus. However, it appears that most people don’t know about this consensus. 41% of Americans say there is “a lot of disagreement among scientists” regarding global warming. Among Republicans, this figure rises to 56%; for the Tea Party, 69%.

If you could ask an expert one question about climate change, what would it be? Among survey respondents, the most popular answer (19%) was, “How do you know that global warming is caused mostly by human activities, not natural changes in the environment?” As a science communicator, this statistic intrigues me – it tells me what to focus on. For those who are interested, scientists can attribute changes in the climate to particular causes based on the way the global temperature changes: patterns of warming in different layers of the atmosphere, the rate of warming at night compared to in the day, in summer compared to in winter, and so on. You can read more about this topic here and here.

In this survey, the differences between Republicans and Democrats weren’t as extreme as I expected. Instead, it was the Tea Party that really stuck out. Self-identified Tea Party members are, based on their responses, the least informed about climate science, but also the most likely to consider themselves well-informed and the least likely to change their minds. A majority of members in every other political group would choose environmental sustainability over economic growth, if it came down to a choice; a majority of every other party thinks that the United States should reduce its greenhouse gas emissions regardless of what other countries do. But the Tea Party seems opposed to everything, including solutions as benign as urban planning.

Luckily, this anti-science movement only made up 12% of the survey respondents. Most Americans are far more willing to learn about climate change and question their knowledge, and there is no source that they trust more than scientists.

Who are the Skeptics?

As we discussed last time, there is a remarkable level of scientific consensus on the reality and severity of human-caused global warming. However, most members of the public are unaware of this consensus – a topic which we will focus on in the next installment. Anyone with an Internet connection or a newspaper subscription will be able to tell you that many scientists think global warming is natural or nonexistent. As we know, these scientists are in the vast minority, but they have enjoyed widespread media coverage. Let’s look at three of the most prominent skeptics, and examine what they’re saying.

S. Fred Singer is an atmospheric physicist and retired environmental science professor. He has rarely published in scientific journals since the 1960s, but he is very visible in the media. In recent years, he has claimed that the Earth has been cooling since 1998 (in 2006), that the Earth is warming, but it is natural and unstoppable (in 2007), and that the warming is artificial and due to the urban heat island effect (in 2009).

Richard Lindzen, also an atmospheric physicist, is far more active in the scientific community than Singer. However, most of his publications, including the prestigious IPCC report to which he contributed, conclude that climate change is real and caused by humans. He has published two papers stating that climate change is not serious: a 2001 paper hypothesizing that clouds would provide a negative feedback to cancel out global warming, and a 2009 paper claiming that climate sensitivity (the amount of warming caused by a doubling of carbon dioxide) was very low. Both of these ideas were rebutted by the academic community, and Lindzen’s methodology criticized. Lindzen has even publicly retracted his 2001 cloud claim. Therefore, in his academic life, Lindzen appears to be a mainstream climate scientist – contributing to assessment reports, abandoning theories that are disproved, and publishing work that affirms the theory of anthropogenic climate change. However, when Lindzen talks to the media, his statements change. He has implied that the world is not warming by calling attention to the lack of warming in the Antarctic (in 2004) and the thickening of some parts of the Greenland ice sheet (in 2006), without explaining that both of these apparent contradictions are well understood by scientists and in no way disprove warming. He has also claimed that the observed warming is minimal and natural (in 2006).

Finally, Patrick Michaels is an ecological climatologist who occasionally publishes peer-reviewed studies, but none that support his more outlandish claims. In 2009 alone, Michaels said that the observed warming is below what computer models predicted, that natural variations in oceanic cycles such as El Niño explain most of the warming, and that human activity explains most of the warming but it’s nothing to worry about because technology will save us (cached copy, as the original was taken down).

While examining these arguments from skeptical scientists, something quickly becomes apparent: many of the arguments are contradictory. For example, how can the world be cooling if it is also warming naturally? Not only do the skeptics as a group seem unable to agree on a consistent explanation, some of the individuals either change their mind every year or believe two contradictory theories at the same time. Additionally, none of these arguments are supported by the peer-reviewed literature. They are all elementary misconceptions which were proven erroneous long ago. Multiple articles on this site could be devoted to rebutting such claims, but easy-to-read rebuttals for virtually every objection to human-caused climate change are already available on Skeptical Science. Here is a list of rebuttals relevant to the claims of Singer, Lindzen and Michaels:

With a little bit of research, the claims of these skeptics quickly fall apart. It does not seem possible that they are attempting to further our knowledge of science, as their arguments are so weak and inconsistent, and rarely published in scientific venues. However, their pattern of arguments does work as a media strategy, as most people will trust what a scientist says in the newspaper, and not research his reputation or remember his name. Over time, the public will start to remember dozens of so-called problems with the anthropogenic climate change theory.

Climate change is a scientific phenomenon, rooted in physics and chemistry. All I did was substitute in other scientific phenomena, and the statements suddenly sounded wacky and irrational.

Perhaps we have become desensitized by people conflating opinion with fact when it comes to climate change. However, the positions of politicians or media outlets do not make the climate system any less of a physical process. Unlike, say, ideology, there is a physical truth out there.

If there is a physical truth, there are also wrong answers and false explanations. In scientific issues, not every “belief” is equally valid.

Of course, the physical truth is elusive, and facts are not always clear-cut. Data requires interpretation and a lot of math. Uncertainty is omnipresent and must be quantified. These processes require training, as nobody is born with all the skills required to be a good scientist. Again, the complex nature of the physical world means that some voices are more important than others.

Does that mean we should blindly accept whatever a scientist says, just because they have a Ph.D.? Of course not. People aren’t perfect, and scientists are no exception.

However, the institution of science has a pretty good system to weed out incorrect or unsupported theories. It involves peer review, and critical thinking, and falsifiability. We can’t completely prove anything right – not one hundred percent – so scientists try really hard to prove a given theory wrong. If they can’t, their confidence in its accuracy goes up. Peter Watts describes this process in more colourful terms: “You put your model out there in the coliseum, and a bunch of guys in white coats kick the s**t out of it. If it’s still alive when the dust clears, your brainchild receives conditional acceptance. It does not get rejected. This time.”

Peer review is an imperfect process, but it’s far better than nothing. Combined with the technical skill and experience of scientists, it makes the words of the scientific community far more trustworthy than the words of a politician or a journalist. That doesn’t mean that science is always right. But, if you had to put your money on it, who would you bet on?

The issue is further complicated by the fact that scientists are rarely unanimous. Often, the issue at question is truly a mystery, and the disagreement is widespread. What causes El Niño conditions in the Pacific Ocean? Science can’t give us a clear answer yet.

However, sometimes disagreement is restricted to the extreme minority. This is called a consensus. It doesn’t imply unanimity, and it doesn’t mean that the issue is closed, but general confidence in a theory is so high that science accepts it and moves on. Even today, a few researchers will tell you that HIV doesn’t cause AIDS, or that secondhand smoke isn’t harmful to your health. But that doesn’t stop medical scientists from studying the finer details of such diseases, or governments from funding programs to help people quit smoking. Science isn’t a majority-rules democracy, but if virtually all scientists have the same position on an issue, they probably have some pretty good reasons.

If science is never certain, and almost never unanimous, what are we supposed to do? How do we choose who to trust? Trusting nobody but yourself would be a poor choice. Chances are, others are more qualified than you, and you don’t hold the entirety of human knowledge in your head. For policy-relevant science, ignoring the issue completely until one side is proven right could also be disastrous. Inaction itself is a policy choice, which we see in some governments’ responses to climate change.

Let’s bring the whole issue down to a more personal level. Imagine you were ill, and twenty well-respected doctors independently examined you and said that surgery was required to save your life. One doctor, however, said that your illness was all in your mind, that you were healthy as a horse. Should you wait in bed until the doctors all agreed? Should you go home to avoid surgery that might be unnecessary? Or should you pay attention to the relative size and credibility of each group, as well as the risks involved, and choose the course of action that would most likely save your life?

Quality, Transparency, and Rigour

The Intergovernmental Panel on Climate Change (IPCC) reports are likely the most cited documents on the subject of global warming. The organization, established by the United Nations, doesn’t do any original research – it simply summarizes the massive amount of scientific literature on the topic. Their reports, written and reviewed by volunteer scientists, and published approximately every six years, are a “one-stop shop” for credible information about climate change. When you have a question about climate science, it’s far easier to find the relevant section of the IPCC than it is to wade through thousands of results on Google Scholar.

The main problem with the IPCC, in my opinion, is that their reports are out of date as soon as they’re published, and then everyone has to wait another six years or so for the next version, which is subsequently out of date, and so on. Additionally, because there are so many authors, reviewers, and stakeholders involved in the IPCC, the reports come to reflect the lowest-common-denominator scientific understanding, rather than the median opinion of experts. In particular, government officials oversee the writing and reviewing of the Summary for Policymakers, to make sure that it’s relevant and clear. However, some governments are beginning to abuse their power in this process. The late Stephen Schneider, in his 2009 book Science as a Contact Sport, recounts his experiences with government representatives who absolutely refuse to allow certain conclusions to be published in the IPCC, regardless of their scientific backing.

The result is that the IPCC reports frequently underestimate the severity of climate change. For example, in the most recent report, the worst-case estimate of sea level rise by the end of this century was 0.59 m. Since then, scientists have revised this estimate to 1.9 m, but it won’t show up in the report until the next edition comes out around 2014.

Another example concerns Arctic sea ice: the worst-case scenario from the IPCC was an ice-free Arctic in the summer beginning around 2100. These estimates have come down so rapidly that there’s an outside chance the summer sea ice could be gone before the next IPCC report has a chance to correct it (presentation by Dr. David Barber, media coverage available here). It will more likely disappear around 2035, but that’s still a drastic change from what the IPCC said.

Despite this conservative stance, there are still some who think the IPCC is alarmist (this is usually paired with something about a New World Order and/or socialists using a carbon tax to take over the world). Naturally, the IPCC has become a favourite target of climate change deniers, who wish to obscure the reality of human-caused global warming. Last year, they claimed to have found all kinds of errors in the latest report, somehow proving that global warming wasn’t happening. In fact, most of these so-called “errors” were nothing of the sort, and the worst of the two real mistakes in the report involved a typo regarding which year certain glaicers were expected to disappear. Not bad, for a three-thousand-page document, but it created quite the media firestorm. Apparently scientists are expected to have 100% accuracy at all times, or else they are frauds.

Just a few weeks ago, the IPCC made some changes to their policies in response to these events. Their press release about the new policies featured the phrase “Boost Quality, Transparency and Rigour” in the title.

No, no, no. That’s not what the IPCC needs. These are very admirable goals, but they’re doing just fine as it is. Actions to “further minimize any possibility of errors in future reports” should not be their top priority. Further extending the review process will only further delay the publication of each report (making them even more out of date) and further enhance their lowest-common-denominator position. When you have an error rate on the order of 0.67 errors/1000 pages, should you spend your energy getting that all the way down to zero (a virtually impossible task) or on the real issues that need to be addressed?

I think the IPCC should adopt a continually-updating online version of their report. This would solve their chronic problem of being out of date, as well as help the organization adapt to the increasing role of the Internet in our world. Any future errors the deniers liked to yell about would be fixed immediately. Governments would be forming policies based on the best available evidence from today, not a decade ago. Everything would still be in one place, and version control would allow transparency to remain high.

The IPCC should also make it more clear when their estimates are too conservative. When a single sentence that didn’t even make it into the summary is shown to overestimate the problem, the climate science community ties itself up in knots trying to correct its tattered image. But prominent conclusions that underestimate the problem go unacknowledged for decades. If it were the other way around, can you imagine the field day deniers would have?

Luckily, the changes made to IPCC policy are not all aimed at appeasing the bullies. A long-overdue communications plan is in development: a rapid response team and Senior Communications Manager will develop formal strategies for public education and outreach. Hopefully, this will counteract the false claims and defamation the IPCC has been subject to since its creation.

Another new plan is to create an Executive Committee, composed of the Chair, Vice Chairs, Working Group Co-Chairs, and advisory members. This will “strengthen coordination and management of the IPCC” and allow for actions to be taken between reports, such as communication and responding to possible errors. A more structured administration will probably be helpful, given that the only people in the organization currently getting paid for their work are the office staff (even the Chair doesn’t make a cent). Coordinating overworked scientists who volunteer for a scientific undertaking that demands 100% accuracy can’t be an easy task.

Will the IPCC continue to be the best available source of credible information on climate change? Will its structure of endless review remain feasible in a world dominated by instant news? Should we continue to grant our governments control over the contents of scientific reports concerning an issue that they desperately want to avoid? Should we continue to play to the wants and needs of bullies? Or should we let scientists speak for themselves?

What Can One Person Do?

Next week, I will be giving a speech on climate change to the green committee of a local United Church. They are particularly interested in science and solutions, so I wrote the following script, drawing heavily from my previous presentations. Climate change is depressing. I know that really well, because I’ve been studying it for over two years. I’m quite practiced at keeping the scary stuff contained in the analytical part of my brain, and not thinking of the implications – because the implications make you feel powerless. I’m sure that all of us here wish we could stop global warming on our own. So we work hard to reduce our carbon footprints, and then we feel guilty every time we take the car out or buy something that was made in China or turn up the heat a degree.

The truth is, though, the infrastructure of our society doesn’t support a low-carbon lifestyle. Look at the quality of public transit in Winnipeg, or the price of local food. We can work all we want at changing our practices, but it’s an uphill battle. If we change the infrastructure, though – if we put a price on carbon so that sustainable practices are cheaper and easier than using fossil fuels – people everywhere will subsequently change their practices.

Currently, governments – particularly in North America – aren’t too interested in sustainable infrastructure, because they don’t think people care. Politicians only say what they think people want to hear. So, should we go dress up as polar bears and protest in front of Parliament to show them we care? That might work, but they will probably just see us as crazy environmentalists, a fringe group. We need a critical mass of people that care about climate change, understand the problem, and want to fix it. An effective solution requires top-down organization, but that won’t happen until there’s a bottom-up, grassroots movement of people who care.

I believe that the most effective action one person can take in the fight against global warming is to talk to others and educate others. I believe most people are good, and sane, and reasonable. They do the best they can, given their level of awareness. If we increase that awareness, we’ll gain political will for a solution. And so, in an effort to practice what I preach, I’m going to talk to you about the issue.

The science that led us to the modern concern about climate change began all the way back in 1824, when a man named Joseph Fourier discovered the greenhouse effect. Gases such as carbon dioxide make up less than one percent of the Earth’s atmosphere, but they trap enough heat to keep the Earth over 30 degrees Celsius warmer than it would be otherwise.

Without greenhouse gases, there could be no life on Earth, so they’re a very good thing – until their concentration changes. If you double the amount of CO2 in the air, the planet will warm, on average, somewhere around 3 degrees. The first person to realize that humans could cause this kind of a change, through the burning of fossil fuels releasing CO2, was Svante Arrhenius, in 1897. So this is not a new theory by any means.

For a long time, scientists assumed that any CO2 we emitted would just get absorbed by the oceans. In 1957, Roger Revelle showed that wasn’t true. The very next year, Charles Keeling decided to test this out, and started measuring the carbon dioxide content of the atmosphere. Now, Arrhenius had assumed that it would take thousands of years to double CO2 from the preindustrial value of 280 ppm (which we know from ice cores), but the way we’re going, we’ll get there in just a few decades. We’ve already reached 390 ppm. That might not seem like a lot, but 390 ppm of arsenic in your coffee would kill you. Small changes can have big effects.

Around the 1970s, scientists realized that people were exerting another influence on the climate. Many forms of air pollution, known as aerosols, have a cooling effect on the planet. In the 70s, the warming from greenhouse gases and the cooling from aerosols were cancelling each other out, and scientists were split as to which way it would go. There was one paper, by Stephen Schneider, which even said it could be possible to cause an ice age, if we put out enough aerosols and greenhouse gases stayed constant. However, as climate models improved, and governments started to regulate air pollution, a scientific consensus emerged that greenhouse gases would win out. Global warming was coming – it was just a question of when.

In 1988, James Hansen, who is arguably the top climate scientist in the world today, claimed it had arrived. In a famous testimony to the U.S. Congress, he said that “the greenhouse effect has been detected, and it is changing our climate now.” Many scientists weren’t so sure, and thought it was too early to make such a bold statement, but Hansen turned out to be right. Since about 1975, the world has been warming, more quickly than it has for at least the last 55 million years.

Over the past decade, scientists have even been able to rule out the possibility that the warming is caused by something else, like a natural cycle. Different causes of climate change have slightly different effects – like the pattern of warming in different layers of the atmosphere, the amount of warming in summer compared to winter, or at night compared to in the day, and so on. Ben Santer pioneered attribution studies: examining these effects in order to pinpoint a specific cause. And so far, nobody has been able to explain how the recent warming could not be caused by us.

Today, there is a remarkable amount of scientific agreement surrounding this issue. Between 97 and 98% of climate scientists, virtually 100% of peer-reviewed studies, and every scientific organization in the world agree that humans are causing the Earth to warm. The evidence for climate change is not a house of cards, where you take one piece out and the whole theory falls apart. It’s more like a mountain. Scrape a handful of pebbles off the top, but the mountain is still there.

However, if you take a step outside of the academic community, this convergence of evidence is more or less invisible. The majority of newspaper articles, from respected outlets like the New York Times or the Wall Street Journal, spend at least as much time arguing against this consensus as they do arguing for it. They present ideas such as “maybe it’s a natural cycle” or “CO2 has no effect on climate” that scientists disproved years ago. The media is stuck in the past. Some of them are only stuck in the 1980s, but others are stuck all the way back in 1800. Why is it like this?

Part of it comes from good, but misguided, intentions. When it comes to climate change, most journalists follow the rule of balance: presenting “two equal sides”, staying neutral, letting the reader form their own opinion. This works well when the so-called controversy is one of political or social nature, like tax levels or capital punishment. In these cases, there is no right answer, and people are usually split into two camps. But when the question at hand is one of science, there is a right answer – even if we haven’t found it yet – so some explanations are better than others, and some can be totally wrong. Would you let somebody form their own opinion on Newton’s Laws of Motion or the reality of photosynthesis? Sometimes scientists are split into two equal groups, but sometimes they’re split into three or four or even a dozen. How do you represent that as two equal sides? Sometimes, like we see with climate change, pretty much all the scientists are in agreement, and the two or three percent which aren’t don’t really publish, because they can’t back up their statements and nobody really takes them seriously. So framing these two groups as having equal weight in the scientific community is completely incorrect. It exaggerates the extreme minority, and suppresses everyone else. Being objective is not always the same as being neutral, and it’s particularly important to remember that when our future is at stake.

Another reason to frame climate science as controversial is that it makes for a much better story. Who really wants to read about scientists agreeing on everything? Journalists try to write stories that are exciting. Unfortunately, that goal can begin to overshadow accuracy.

Also, there are fewer journalists than there used to be, and there are almost no science journalists in the mainstream media – general reporters cover science issues instead. Also, a few decades ago, journalists used to get a week or two to write a story. Now they often have less than a day, because speed and availability of news has become more important than quality.

However, perhaps the most important – and disturbing – explanation for this inaccurate framing is that the media has been very compliant in spreading the message of climate change deniers. They call themselves skeptics, but I don’t think that’s accurate. A true skeptic will only accept a claim given sufficient evidence. That’s a good thing, and all scientists should be skeptics. But it’s easy to see that these people will never accept human-caused climate change, no matter what the evidence. At the same time, they blindly accept any shred of information that seems to support their cause, without applying any skepticism at all. That’s denial, so let’s not compliment them by calling them skeptics.

Climate change deniers will use whatever they can get – whether or not it’s legitimate, whether or not it’s honest – as proof that climate change is natural, or nonexistent, or a global conspiracy. They’ll tell you that volcanoes emit more CO2 than humans, but volcanoes actually emit about 1% of what we do. They’ll say that global warming has stopped because 2008 was cooler than 2007. If climatologists organize a public lecture in effort to communicate accurate scientific information, they’ll say that scientists are dogmatic and subscribe to censorship and will not allow any other opinions to be considered.

Some of these questionable sources are organizations, like a dozen or so lobby groups that have been paid a lot of money by oil companies to say that global warming is fake. Some of them are individuals, like US Senator James Inhofe, who was the environment chair under George W. Bush, and says that “global warming is the greatest hoax ever imposed upon the American people.” Some of them have financial motivations, and some of them have ideological motivations, but their motivations don’t really matter – all that matters is that they are saying things that are inaccurate, and misleading, and just plain wrong.

There has been a recent, and very disturbing, new tactic of deniers. Instead of attacking the science, they’ve begun to attack the integrity of individual scientists. In November 2009, they stole thirteen years of emails from a top climate research group in the UK, and spread stories all over the media that said scientists were caught fudging their data and censoring critics. Since then, they’ve been cleared of these charges by eight independent investigations, but you wouldn’t know it by reading the newspaper. For months, nearly every media outlet in the developed world spread what was, essentially, libel, and the only one that has formally apologized for its inaccurate coverage is the BBC.

In the meantime, there has been tremendous personal impact on the scientists involved. Many of them have received death threats, and Phil Jones, the director of the research group, was nearly driven to suicide. Another scientist, who wishes to remain anonymous, had a dead animal dumped on his doorstep and now travels with bodyguards. The Republican Party, which prides itself on fiscal responsibility, is pushing for more and more investigations, because they just can’t accept that the scientists are innocent…and James Inhofe, the “global warming is a hoax” guy, attempted to criminally prosecute seventeen researchers, most of whom had done nothing but occasionally correspond with the scientists who had their emails stolen. It’s McCarthyism all over again.

So this is where we are. Where are we going?

The Intergovernmental Panel on Climate Change, or IPCC, which collects and summarizes all the scientific literature about climate change, said in 2007 that under a business-as-usual scenario, where we keep going the way we’re going, the world will warm somewhere around 4 degrees Celsius by 2100. Unfortunately, this report was out of date almost as soon as it was published, and has widely been criticized for being too conservative. The British Meteorological Office published an updated figure in 2009 that estimated we will reach 4 degrees by the 2070s.

I will still be alive then (I hope!). I will likely have kids and even grandkids by then. I’ve spent a lot of time researching climate change, and the prospect of a 4 degree rise is terrifying to me. At 4 degrees, we will have lost control of the climate – even if we stop emitting greenhouse gases, positive feedbacks in the climate system will make sure the warming continues. We will have committed somewhere between 40 and 70 percent of the world’s species to extinction. Prehistoric records indicate that we can expect 40 to 80 metres of eventual sea level rise – it will take thousands of years to get there, but many coastal cities will be swamped within the first century. Countries – maybe even developed countries – will be at war over food and water. All this…within my lifetime.

And look at our current response. We seem to be spending more time attacking the scientists who discovered the problem than we are negotiating policy to fix it. We should have started reducing our greenhouse gas emissions twenty years ago, but if we start now, and work really hard, we do have a shot at stopping the warming at a point where we stay in control. Technically, we can do it. It’s going to take an unprecedented amount of political will and international communication

Everybody wants to know, “What can I do?” to fix the problem. Now, magazines everywhere are happy to tell you “10 easy ways to reduce your carbon footprint” – ride your bike, and compost, and buy organic spinach. That’s not really going to help. Say that enough people reduce their demand on fossil fuels: supply and demand dictates that the price will go down, and someone else will say, “Hey, gas is cheap!” and use more of it. Grassroots sentiment isn’t going to be enough. We need a price on carbon, whether it’s a carbon tax or cap-and-trade…but governments won’t do that until a critical mass of people demand it.

So what can you do? You can work on achieving that critical mass. Engage the apathetic. Educate people. Talk to them about climate change – it’s scary stuff, but suck it up. We’re all going to need to face it. Help them to understand and care about the problem. Don’t worry about the crazy people who shout about socialist conspiracies, they’re not worth your time. They’re very loud, but there’s not really very many of them. And in the end, we all get one vote.
